in fact it actually keeps pentium d 915 at around 21-22 celcius idle
and the highest was 30 celcius virus scanning and burning dvd's

Kinda cheap build. Purchased to replace OEM fan. This fan was relativly flimsy and the heatsink was much lighter and obviously did not have the thermal mass of the original. If you want to ensure you have a cool CPU, go with a better product.
